Allocate means 1) you have a known and limited total amount of something, and 2) you divide it up for different purposes. It emphasizes on the "division". For example, "The company allocates its resources among its departments." "All my free time is allocated between watching TV and hanging out with my bf/gf."
Assign means you give something to someone or use something for some purposes. The "something" doesn't have to be a limited resource, nor does it have to be divided among several things. For example, "The teacher assigned 10 essays to each student." or "I need to assign some of my salary to rent."
